Job Description and Duties

Supervisor I, reporting to Manager II, oversees both speech writing and office staff within the Director’s Office. Key duties involve developing speeches, presentations, scripts, media statements, and other communications for a broad range of internal and external audiences. This role also includes coordinating with event organizers and subject matter experts, supporting senior leaders at speaking engagements—including staffing the Director or Chief Deputy Director at local events—and managing daily office operations. Strong communication skills are essential for clearly conveying organizational policies and priorities to diverse audiences. The position demands effective leadership, organizational expertise, and time management abilities. Additionally, the incumbent is responsible for ensuring accurate research, tracking speaking engagements, and maintaining a consistent, coherent message for the public, stakeholders, media, and departmental staff.

Working Conditions

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

2. Provide examples of how your experience demonstrates balanced precision, clarity, and audience engagement in your speeches.

3. How do you ensure speeches align with an organization's mission, vision and strategic goals while remaining memorable.

4. Describe your experience collaborating with executives, Public Information Officers/communications team, or leadership staff who may have differing priorities or feedback styles.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The incumbent must possess a thorough knowledge of the Department's mission, vision, and strategic goals. High-level policies and procedures that pertain to the work of Caltrans, as well as critical federal and State laws and regulations that govern current transportation policy in California. Principles and practices of public administration, budgeting, personnel, planning, program management and evaluation. The incumbent must have the ability to prioritize based on risk and impact to the Department and identify administrative or managerial issues or conflicts in program direction and respond with good solution options; high level of expertise in effectively communicating (writing and oral), working cooperatively with all management and employee levels; negotiating resolutions to issues or problems accomplishing goals; being sensitive to and working with political interests; work in a fast pace environment handling multiple simultaneous assignments; proficiency in Excel and Power Point and making effective presentations; interpret departmental policy and determine appropriate action to be taken; prepare complete and comprehensive reports, letters, and articles; and use good judgment for analysis of contract resource requirements. Ability to reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental and managerial problems; develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing; consult with and advise administrators or other interested parties on a wide variety of subject-matter areas; as well as gain and maintain the confidence and cooperation of those contacted during the course of work.
